When the exposed wires were momentarily touched the path of current was shortened. The resistance encountered in the short circuit where the charges flowed is  lower. This will result in a large current in the  shortened circuit which can then lead to fire.

When you touched with your hand the exposed part of the wire in which large current are produced, you will be electrocuted. The current will flow through the exposed wire and will flow into your body causing cardiac arrest or electric burn and will lead to death.

Safety measure should be done when this sort of problem happens. Some households uses circuit breaker to cut the flow of current when short circuit happens which my cause fire.
